Actions Leading Up to Council of Delegates Meeting
The "third item" mentioned in the video below refers to this Expo Restoration resolution. It was submitted properly and well before the Saturday 5pm deadline. It was identified clearly as an "emergency" motion because of the probable severe financial damage to the Society if the 2011 annual exhibition planned for Mobile, Alabama, continues to remain closed to those other than paid conference attendees as is currently being planned.
According to the Council of Delegates
Standing Rules 4.3 and 4.4,
emergency resolutions are referred to the Resolution Committee for evaluation and their recommendations presented. A two-thirds approval vote by the Council of Delegates is required before the motion can be added to the CSD agenda for discussion and voting.
The annual Council of Delegates was then held on October 3, 2010. As evident in the video below, the Resolution Committee did not recognize the motion as "emergency" and indicated that the motion should not be included in the agenda. As a result, the motion to consider the emergency resolution was not presented to the CSD for their vote. This appears to be a procedural oversight that improperly transferred the decision to hear the motion away from the Council of Delegates to an appointed committee.
In spite of this, ISA President Nelson Ninin graciously permitted the delegate to read the resolution to the Council and to explain why it is important that it should be considered immediately and did not restrict the time to 2 minutes as was requested by members of the Executive Board.

Effective January 1, 2011, ISA will hold one society-wide exhibition at a location within Canada or the forty-eight contiguous United States at least once every 12 months.
The Exhibition may be incorporated as a part of other ISA society-level conferences or events, such as ISA Automation Week, or may be held independently, at the discretion of the Executive Board, provided that the Exhibition is publicized with equal emphasis as the other events.
The Exhibition will be publicized as being open to the general membership and to non-members interested in the process industries at an admission cost not to exceed US$50, with free or reduced-cost passes made available for distribution by ISA members, ISA staff and Exhibition exhibitors, speakers and sponsors.
Location of the Exhibition will be selected by the Conference & Exhibition Oversight Committee in collaboration with ISA staff. Location of the Exhibition will be rotated among each of the following four (4) major industrial regions within the combined areas of Canada and the forty-eight contiguous United States. Regions are: (1) Southeastern Region which includes locations near Houston, Dallas/Ft Worth, Atlanta and New Orleans; (2) Western Region which includes locations near San Francisco, Los Angeles and San Diego; (3) Northwestern Region which includes locations near Portland, Seattle and Calgary; and (4) Eastern Region which includes locations near Chicago, Detroit, Pittsburgh and New York City. Cities other than those listed in this paragraph may be considered, provided (a) they are located in major metropolitan areas, (b) they have a local international airport and (c) they are near a significant number of local major process industrial facilities that presently utilize process automation products and services.
The Exhibition will be held in each Region at least once every five (5) years and may not be held in the same Region more frequently than once every two (2) years. After the Exhibition has been held one (1) time in each region, the rotation plan may be reconsidered, and the request to modify the plan must be presented to and approved by the Council of Delegates according to Bylaws procedure.
It is the option of the Committee to organize and operate the Exhibition directly, appoint subcommittees, delegate duties to ISA staff or hire an independent organization.
Ownership of the Exhibition and any names associated with the Exhibition in the past, present or future will be retained by ISA and not sold or transferred. The name of the Exhibition will be registered with the US Patent & Trademark Office by ISA and will be maintained in an active state.
This policy is intentionally broad and addresses only the Exhibition and not the conference or any other events held concurrently with the Exhibition so as to give as much flexibility to the Committee and ISA Staff as possible. Any portion of this amendment which may be open to interpretation will be resolved by the Chair of the C&E Oversight Committee.
